England Bring Back Bukayo Saka While Jude Bellingham, Foden & Grealish Are Left Out
The Arsenal forward has netted a dozen goals in 44 appearances for England.
England have included the Arsenal winger for next week's games versus Latvia and Wales, however no room for Bellingham, Phil Foden or Jack Grealish.
Gunners attacker Saka was absent from the previous qualifier successes against Andorra and Serbia with a hamstring injury.
The 24-year-old recently returned for his club and found the net in their victory over Olympiacos on Wednesday.
Saka comes in for club colleague Madueke, who is sidelined until November with a knee problem.
The Three Lions meet the Welsh in a friendly at the national stadium on Thursday prior to a qualifying match in Latvia on October 14.
If England win in Latvia, they will need a maximum of two more points from their final two matches versus Serbia and Albania in November to qualify for next summer's tournament in Canada, Mexico and the United States.
Bayer Leverkusen defender Quansah replaces Newcastle United’s Livramento, who is out for up to eight weeks after sustaining a knee injury versus Arsenal recently.
Anderson and Djed Spence, who received their first England call-ups last month, retain their places. Ruben Loftus-Cheek also keeps his spot, despite the return to fitness of Adam Wharton.
The attacker has only played a single match for Tuchel since he became national team boss, due to fitness and hamstring injuries.
The midfielder was absent from the last England international camp as he recovered from shoulder surgery and has only made one start for his club since returning to fitness.
The Manchester City player was omitted from Tuchel's last England squad after a loss of form and has been unsuccessful in returning, even with a impressive beginning to the campaign with City.
The forward also misses out in spite of a revival in form with Everton. He has not played for England since last year.

'Focus on omissions over inclusions'
The manager’s latest England squad brings scrutiny to the players the head coach has left out instead of the included names.
Bellingham’s exclusion may cause surprise but the coach believes there is no need to bring back the Real Madrid star.
Manchester City's Foden and loanee Jack Grealish have both excelled at the start of the campaign.
The players Tuchel utilised in the team’s qualifying victories versus Andorra and Serbia deserve the chance to continue.
There will be disappointment that the Gunners’ Madueke is not included because of a fitness issue.
The Forest player has settled well at England senior level.
Tuchel is a admirer of the attacker, especially, and also Foden.
If there is one surprise, it is the absence of Palace’s Wharton.
The star, naturally, will be required in the future.
